Growth Management Plan
The goal of the Growth Management Plan (GMP) is to establish the vision, framework and policies for future growth in Collier County, while maintaining compliance with the legislative requirements of the State of Florida.
The Growth Management Plan, and the Future Land Use Element and Future Land Use Element Map, may change by private petition, referred to as Growth Management Plan Amendments, to modify a property's land use, density or intensity.
GMP Amendments may be monitored in the GMCD Portal. For instructions and guidance in using the portal to check the status of a GMP Amendment project, go to the How to Use the GMCD Portal page.

The Capital Improvement Element identifies public facilities that will be required to support the vision of The Collier County Growth Management Plan, including the cost of the facilities and sources of revenue that will be used to fund the facilities. This element relies upon the other elements of the Comprehensive Plan, such as the Conservation and Coastal Management Element, the Economic Element, Housing Element, Transportation Element, Recreation and open Space Element, and Public School Facilities Element to identify the capital improvements that are necessary to support the projected land use of the County. The Conservation and Coastal Management Element sets forth policies to provide guidance for the conservation, use, and protection of natural resources in the area; including air, water, water recharge areas, wetlands, water wells, estuarine marshes, soils, beaches, shores, flood plains, rivers, bays, lakes, harbors, forests, fisheries and wildlife, marine habitat, minerals, and other natural and environmental resources, as well as factors which effect energy conservation, as part of the Comprehensive Plan for Collier County. Conservation & Coastal Management Element
The Economic Element serves as a set of guidelines to assess the impacts of growth management decisions in the county’s economic vitality, and encourages the County to consider economic matters in relation to its overall planning and growth management strategy, as reflected in the other elements of the Collier County Growth Management Plan. The Future Land Use Element establishes the geographic framework for growth in Collier County and guides the county's land development regulations, private property rights, and decision-making by Collier County on regulatory, financial and programmatic matters pertaining to land use. It is central to the planning of protection and management of natural resources, public facilities, coastal and rural development, housing, community character and design. The Housing Element helps to create an adequate supply of decent, safe, sanitary, and affordable housing for all residents of the county. With the exception of housing opportunities provided to citizens of very modest means, the provision and maintenance of housing is traditionally a function of the private market. The development of private housing in Collier County is driven by an expensive housing stock; effectively excluding low-income and working class families from the housing market. Thus, there is a need for the county to find ways to encourage the provision of affordable-workforce housing for these families. The Intergovernmental Coordination Element formalizes coordination mechanisms and agreements between adjacent local governments, units of government, regional and state agencies through the coordination of planning strategies, municipal annexation plans, formal and informal coordination mechanisms. Policies pursued by the county may influence decisions or policies followed by municipalities within or adjacent to Collier County, adjacent counties, the District School Board of Collier County, service delivery agencies and the various independent special districts located within or adjacent to Collier County. Intergovernmental Coordination Element
The Private Property Rights Element serves to implement the legislative intent expressed in ss. 163.3161(10) and 187.101(3) that governmental entities respect judicially acknowledged and constitutionally protected private property rights. In considering whether to adopt changes or modifications to the GMP or the Land Development Code, the Board of County Commissioners must weigh the relative importance of many factors, including private property rights. The Public Facilities Element of the Growth Management Plan addresses the provision of public facilities and services, including police, fire, human services, quality child care, schools and libraries, and a well maintained infrastructure. The policies in the Public Facilities element are intended to ensure that the community’s public facilities continue to serve Collier County's needs now and in the future. The Public School Facilities Element establishes public school level of service standards and school concurrency management system to ensure adequate school capacity and the ability to accommodate enrollment demand as identified in the Capital Improvement Element plan. It also guides procedures and coordination mechanisms between the governmental entity charged with providing public school facilities and Collier County's Growth Management Plan. The Recreation and Open Space Element is guided by the goal to ensure general provision of parks, recreation facilities and open space areas for the use and enjoyment of Collier County residents and visitors, the development of a countywide neighborhood park system, and the development of a countywide regional and community park system. The Transportation Element of Collier County's Growth Management Plan serves as the blueprint for the development of county’s transportation system - including roads, transit, waterways, bicycle and pedestrian facilities. It identifies the types of policies and investments needed to ensure safe and efficient mobility for our residents, to support the county's economic vitality, and contribute to a high quality of life throughout the county over the next several decades. Immokalee Area Master Plan
On December 10, 2019, the Board of County Commissioners adopted the proposed Immokalee Area Master Plan. The Board's adoption is the culmination of many years of Immokalee residents, business owners and stakeholders dedication and hard work. Congratulations Immokalee!
