What is Redistricting?
Redistricting is the redrawing of district boundaries within Collier County to achieve a greater population balance between districts.
Florida law requires redistricting every ten years following the census to address any population imbalance. Per the 2020 census data, Collier County commission districts’ population varies from 66,037 (District 4) to 86,863 (District 5), whereas the ideal evenly distributed population in each district would be approximately 75,150. (A deviation of up to 10% from the ideal population is generally acceptable.) Using criteria approved by the Board of County Commissioners, five proposed maps have been drawn for the Board’s consideration on December 14, 2021. This page contains links to those maps as well as all current information regarding BCC Redistricting 2021.

Retrogression Analysis Results 2021
One of the Board-approved criteria for drawing proposed maps is “any plan that has a retrogressive effect on minority voting strength would be eliminated from further consideration.” Staff applied this criterion to the Hispanic or Latino ethnicity minority group in District 5 only; that is, by far, the largest minority in the county and District 5 has, by far, the largest concentration of that minority. This document identifies the results for each map. CLICK HERE for the complete document.
Compactness Test Results 2021
One of the Board-approved criteria for drawing proposed maps is “all districts should be as compact and regularly shaped as feasible.” This document identifies the compactness of each district and map.
