What Lessees Need to Know Before Occupying a New Commercial Space
Obtaining a business tax receipt requires filing an application with the Collier County Business Tax Receipt office which is located at 2800 N. Horseshoe Drive.
For all commercial businesses located in unincorporated Collier County, you will also need to obtain Zoning Certificate approval which is obtained through the GMCD Public Portal.
A fire inspection from your local fire department district, and an approved certificate of use permit from the Building Division will also be required.

Non-Residential Zoning Certificate
- Complete the Zoning Certificate Application
Certificate of Use Permit (PRCU)
- Review the PRCU application requirements document
Gather the following documents:
- Dimensional floorplan of the unit or building (if multi-floor building, only unit floor required) showing layout and doors. Does not need to be signed/sealed drawings but neat and legible. See Example.
- Fire Certificate from your local fire district (will be required later)
- Issued Zoning certificate for approved use.
Determine if ANY alterations are required for intended use.
Example: Hair salons require sinks and mechanical ventilation; restaurants require hoods and grease traps.
- Is new plumbing being installed?
- Is new lighting being installed?
- Do emergency lights and exit signs operate or need repair/replacement?
- Are any walls being added, repaired, or moved?
- Are new new offices being made?
- Is new equipment being installed?
If YES to any of the Items above, Proceed to the GMCD Public Portal to apply for a Alteration permit.
