DumpingCollier County prohibits dumping, mainly through two ordinances and provides for enforcement with the possibility of a $500 fine per violation.

Sec. 54-67. - Prohibitions.

Discharge of Pollutants is prohibited. It shall be unlawful for any Person or local governmental entity to Discharge or cause to be Discharged, Pollutants into any Surface Water, canal, bay, lagoon, estuary, or other waterway, lake, pond, drainage ditch, ground water, wetland, onto the ground, or into a Stormwater Management System (SMS).

Litter Ordinance Sec. 54-179. - Litter declared to be a public nuisance.

The Unauthorized Accumulation of Litter or Improper Storage of Litter or improper dumping of Abandoned Property or Litter as described in this Ordinance, in or upon public or private property, is hereby declared to be a public nuisance.

Sec. 54-180. - Unlawful to litter.

It shall be unlawful for any person to throw, discard, place, drop, or deposit litter in any manner or amount in or upon any public property, private property, highway, street, right-of-way or body of water within the unincorporated areas of Collier County, Florida, except in such areas and enclosed containers specifically provided and appropriately designated for the disposal of litter. In any case where litter is ejected or discarded from a motor vehicle, except at approved and permitted disposal sites, the operator of the motor vehicle shall be deemed in violation of this article.

If you witness dumping of items such as yard waste and nuisance litter, call Collier County Code Enforcement at 239-252-2440.

If you observe dumping or evidence of dumping, especially in proximity to water bodies or drainage features contact Collier County Pollution Control and Prevention at 239-252-2502.

Collier County Pollution Control Section coordinates a complaint investigation program, responding to complaints regarding surface water, groundwater, wastewater, domestic sludge and hazardous waste.

They lead a cooperative network between other regulatory agencies, including all County Departments, all Fire Districts, the Florida Department of Environmental Protection, the Florida Department of Health, the U.S. Environmental Protection Agency, the Florida Fish and Wildlife Conservation Commission, the Florida Marine Patrol, South Florida Water Management District, and the U.S. Geological Survey.
