Traffic Calming
Thank you for your interest in Traffic Calming for Collier County. We appreciate your concern for the safety and livability surrounding your local street.
The Collier Metropolitan Planning Organization (MPO) staff and the Traffic Calming Task Force developed the Collier County/Naples Neighborhood Traffic Management Program (NTMP). The MPO staff and the Task Force created the NTMP to provide a process for identifying and addressing problems related to speeding motorists, excessive traffic volumes, and safety on local streets (identified as residential or minor collector streets).
A NTMP project involves strategic changes to streets in order to reduce vehicle speeds and to decrease the cars’ dominance in the neighborhood (Traffic Calming Devices). To be effective, traffic-calming devices need to be part of a strategy extending along a street. The aim is to control traffic over an area, not at an isolated site, and to be compatible with street activities and adjacent land uses.
The NTMP has the following guidelines established to evaluate the severity of identified problems:
- Minimum Vehicular Volume: Local residential: Daily traffic volumes greater than 2,000 vehicles per day or Peak Hour greater than 200.
- Speed: Local residential: More than 85% of automobiles are driving at least 5 MPH over the posted speed limit.
According to Florida Statutes § 316.183 (2) the maximum speed limit for all vehicles on residential streets is 30 miles per hour. On your street any reduction of the permitted maximum speed limit would require a speed limit study and approval from the Board of County Commissioners.
Traffic-calming projects on public streets are required to assume the following process:
- Traffic calming measures have the potential to create controversy, so it is recommended that their installation occur as the final step of a Three-Step Process referred to as the “three E’s” (education, enforcement, and engineering).
- Residents must acquire signatures from at least 10% of the households along the affected roadway that desire a traffic calming study to be conducted.
- The Growth Management Division will secure traffic data from field collection.
- The NTMP will determine if the data supports traffic calming action. If the data supports action then the NTMP will schedule a neighborhood meeting/workshop.
- A neighborhood workshop must be scheduled and a Traffic Team chosen represented by 3-5 interested residents. The results of the preliminary analysis will be discussed and the group will be enlightened on the practice of traffic calming and Collier County’s Three-Step Process.
- Following the application of Step 1 and Step 2 if no relief is realized then the Traffic Team Informs the area homeowners of the data analysis and Step 3 options suggested by Collier County Transportation Division NTMP, including financing scenarios. (Representatives of the homeowners must conduct the poll, which follows Collier County NTMP guidelines – affected area to be determined).
- All the residents must be noticed of any proposed traffic calming actions and at least 51% of the area’s homeowners must agree to the need for traffic-calming devices being installed.
- Assuming the homeowners approve of the proposed traffic calming devices, NTMP will then request approval to install the devices in the subject street from the Board of County Commissioners (BCC).
Approval from the BCC will trigger action to complete the project with whatever traffic-calming devices have been selected. Homeowners requesting calming devices along private streets are required to fund those installations and are subject to a separate process.
