Rural Fringe Mixed-Use District
The Rural Fringe Mixed-Use District (RFMUD) is approximately 77,000 acres located east of Collier Boulevard. The original plan for this area was adopted in 2002. This plan is based on the principles of Transfer of Development Rights. Areas designated as "sending" are areas of higher quality habitat to direct growth away from, and areas designated as "receiving" are areas where development is more suitable. The transfer of development rights (TDR) is the mechanism that sends development rights from the sending areas to the receiving areas. Land owners in the sending areas can voluntarily use the program to obtain and sell their TDR credits to developers in the receiving areas.
To date, over 2,020 TDR Credits have been used within nine different Receiving area projects. The TDR transactions map shows the movement of development rights from sending areas to receiving areas.

The White Paper:
The Rural Fringe Mixed Use District White Paper was presented to the Board of County Commissioners January 23, 2018. The preliminary recommendations review and scenario testing is ongoing.
