A Letter of Map Change (LOMC) is a letter issued by FEMA that reflects an official amendment or revision to the effective Flood Insurance Rate Map. The term LOMC is used to collectively reference the procedures for a Letter of Map Amendment (LOMA), Letter of Map Revision Based on Fill (LOMR-F), or Letter of Map Revision (LOMR).  The County must review LOMR-F applications before they are submitted to FEMA.  A LOMC application is submitted to FEMA to change the flood zone of a structure (S-Rem), property (P-Rem) or a portion of a property (M-Rem) that are located in Special Flood Hazard Areas, which includes Zones VE, AE, AH, or A. 

The Floodplain Management section has created two webpages to assist homeowners and professionals with the LOMC process.  The Homeowner Reference webpage is dedicated to assist homeowners with the submission of LOMAs and LOMR-Fs to remove a structure from the SFHA.  The Professional Reference webpage is dedicated to assist professionals with S-Rem, P-Rem, and M-Rem LOMC application submissions.  The Professional Reference page also has additional information about LOMRs.  Both webpages explain the LOMA and LOMR-F application requirements in detail, but it is important to remember that the County is required to review all LOMR-F applications before submittal to FEMA.
