ABOUT CDBG
SURVEY
The CDBG program began under the Title 1 of the U.S Housing and Community Development Act of 1974. CDBG program objectives are to develop viable communities that provide decent, safe and sanitary housing, a suitable living environment and expand economic opportunities primarily for persons of low and moderate income.
In 2001, Collier County qualified for an urban county entitlement. This entitlement status significantly changed the level of CDBG funding available with limited success. Collier County's entitlement status also made it eligible to receive and access other HUD programs for communities and non profit agencies including the Home Investment Partnership Program (HOME), Emergency Shelter Grants (ESG) and HUD Homeless Assistance Programs.
Collier County awards CDBG funding to eligible communities and non profits through a competitive application process. Collier County has consistently met and exceeded its required expenditure rate as required by HUD.

100% of Collier County CDBG funds assist low-income and moderate-income residents.
The CDBG program has considerable flexibility allowing organizations to carry out activities that are tailored to their unique housing needs and community development needs. It represents an important partnership among Federal, State, and Local governments, business and non profit sector in carrying out activities which improve the lives and neighborhoods of low-income and moderate-income families.

Do you need homeowner’s insurance, mortgage or rental assistance due to ONE of the recent declared disasters: Hurricane Ian- September 28, 2022, Invest 90L- South Florida Flash Flooding- June 11, 2024, or Tropical Storm/Hurricane Debby- August 4, 2024?
Collier County is offering grants to purchase new homeowner’s insurance policies, help paying mortgage payments and rental assistance payments to residents whose primary housing was damaged from one of the declared disasters or who suffered direct financial impacts from the declared disaster. The property affected must be the applicant’s primary residence and the home must be located within Collier County. Funding is in part by the State Housing Initiatives Partnership Program (SHIP). Availability is open on a first-apply, first-qualify basis until funds are exhausted.
